The October 2024 BTO sales launch is set to become a landmark. 8,573 BTO flats will be offered across a record 15 projects on offer – spanning Ang Mo Kio, Bedok (3), Bukit Batok, Geylang, Jurong West, Kallang/Whampoa (3), Pasir Ris, Sengkang (2), and Woodlands.
This BTO sales launch also introduces HDB’s new Flat Classification Framework, labelling projects as Standard, Plus, or Prime based on location, transport links, and amenities — and replacing the old Mature and Non-Mature system.
Ushering in another milestone, singles will be able to apply for 2-room Flexi flats in all project classification across all locations, with nearly 2,000 such units available.
There will also be a pilot for White Flats, which come with an open concept without internal partition walls between the living room and bedrooms in the Crawford Heights BTO at Kallang/Whampoa. The prices for these White flats will be $6,000 and $8,600 lower for 3-room and 4-room flats respectively, as they will not have internal partition walls and some electrical points. Buyers can still opt for the default layout (i.e. with the partition walls).
However, if you’re planning to apply for a BTO flat during the October 2024 BTO sales launch, you must already have a valid HDB Flat Eligibility (HFE) letter, which takes about a month to process. HDB is currently processing the HFE applications received before 16 September 2024 – which means you cannot apply for a flat if you did not submit one by then.

The Bayshore Vista and Bayshore Palms developments spans two projects very close to the Bayshore MRT Station. Residents here will potentially have unblocked sea view (depending on the facing and floor of their unit). Those who drive have very easy connection to the city via ECP.
These developments will also be very close to several schools, including Temasek Primary School & MK@Temasek, Temasek Secondary School, as well as Temasek Junior College. Not too far away are also Bedok View Secondary School and Katong School (Special Education).
While there aren’t any standout amenities built in this area just yet, residents can look forward to more BTO launches – and potentially better amenities built in the near future. Already the HDBs built here are expected to house a supermarket, shops, eateries and a preschool. Of course, East Coast Park is within walking distance – also giving residents access to leisure and exercise facilities.
While it is classified as a Plus project, this is a highly sought-after location with many private condominiums developments.

Crawford Heights is the only Prime project at the October 2024 BTO launch – making it (supposedly) the best location on offer. Do note that with Prime and Plus flats, there are certain restrictions in place – and you can read them in detail in an article we’ve written on the topic.
Crawford Heights is located nearby the Lavender MRT Station and Nicoll Highway MRT Station. Depending on their unit’s facing, residents will have beautiful views of the Marina Reservoir, the Rochor Canal or the Kallang River. Drivers will be right at the edge of the city centre to start with, and can easily get onto the ECP.
One of the potential downsides of this location is that there aren’t many schools nearby, which can make it challenging for families to move into the estate. Nevertheless, a preschool is expected to be located in the development when completed.
Nearby amenities are a plenty, with the Sports Hub, Jalan Besar Stadium and Swimming Complex, as well as various malls located a short distance away.
