
Executive Condominiums (ECs) can be considered a hybrid housing model in Singapore. While they are built by private developers, only Singapore Citizens households are eligible for initial ownership.
When Singaporeans buy an EC, they can also qualify for CPF Housing Grants of up to $30,000. At the same time, applicants are constrained by the monthly household income ceiling of $16,000 – restricting the number of potential buyers – and must also reach the 5-year Minimum Occupation Period (MOP) before being allowed to sell or rent their homes. After 10 years, ECs are considered privatised, and can be sold even to foreigners.
In general, ECs are cheaper than private homes, though recent launches such as Aurelle of Tampines last month still saw high demand despite selling at an average price of $1,766 per square foot (psf).

#1 Otto Place (Plantation Close Parcel B EC)

Developers Hoi Hup and Sunway won the bid for this land parcel in February 2024 with a tender price of over $423 million, or $701 psf ppr. They are the same developers behind Novo Place EC, which launched last year in November and is situated next door. For that site, they paid $348 million, or $703 psf ppr.
Winning both lots means that the developers have more opportunities to differentiate the positioning of both projects, especially based on their learnings from the Novo Place launch.
Novo Place achieved 57% sales on launch day at an average price of $1,654 psf, so we can expect prices for Otto Place EC units to be similarly priced.
#2 Jalan Loyang Besar EC

In August 2024, developers Qingjian submitted what was a record-breaking bid of $729 psf per plot ratio for this Jalan Loyang Besar EC site. The record would be surpassed later that year by Sim Lian for a Tampines parcel of land. Qingjian beat 3 other bidders for this site, the first EC site in Pasir Ris to be released for sale in 12 years.
Developer Qingjian recently launched Tenet, an EC in Tampines. Tenet launched in December 2022 with 72% sales at an average of $1,360 psf. All the units have since been sold. If Tenet’s popularity is any indicator, then we can expect an equally high demand for this site in Pasir Ris.
#3 Tampines Street 95 EC

This parcel of land was sold to Sim Lian for $465 million, for a record breaking $768 psf per plot ratio. This surpassed the previous record, set by Qingjian when their consortium won the Jalan Loyang Besar EC site. Sim Lian narrowly beat 4 other bidders, demonstrating the high demand for another Tampines EC.
Developer Sim Lian’s recent EC launch Aurelle of Tampines sold 90% of units at an average of $1,766 psf. If that is any indicator, we can probably expect an equally high demand for this EC project when it launches either at the end of this year or early 2026.

#4 Aurelle Of Tampines

Aurelle of Tampines EC launched last month with 90% of units sold despite an average price of $1,766 psf. Today, there are reportedly only 54 units still available and unsurprisingly, most are the smaller 3-bedroom units starting at $1.42 million or a psf of $1,687 psf.
#5 Novo Place

Novo Place EC launched a few months ago with a 57% take-up rate at launch, with an average price of $1,654 psf. This number went up to 88.1% in the second round of balloting later than month. Today only about 25 units are still available, either the 3-bedroom option or the 3-bedroom + study option. Prices begin at $1.34 million, or $1,539 psf.
These prices are higher than nearby EC launches Lumina Grand and Altura, which are further away from the Pan Island Expressway.

#6 Lumina Grand

#7 Altura

They are reportedly going between $2.21 million and $2.23 million, or $1,436 psf to $1,452 psf, comparable to unit prices at Lumina Grand next door.
#8 North Gaia
