Celebrating SG60: Complete Guide To What Singaporeans Will Be Getting In 2025

The annual Budget announcement is always a closely-watched event in Singapore. Besides longer-term plans that the government sets out for the country and its ambitions, there are also specific measures included that are provided to Singaporeans for the year.

As our Little Red Dot turns 60 in 2025, there were high expectations on what would be announced in the Singapore Budget 2025 – which did not disappoint.

So, here’s a complete guide to the SG60 Budget and what Singaporeans will be getting.

#1 SG60 Vouchers For All Singaporeans Aged 21 And Above

All Singapore Citizens aged 21 and above (in 2025) will be getting SG60 Vouchers. Senior Singaporeans – anyone aged 60 and above – will get $800 worth of SG60 Vouchers, while anyone aged 21 to 59 will receive $600 in SG60 Vouchers.

These vouchers will be given out in July 2025 and Seniors will be able to claim their vouchers first. All vouchers can be used at all businesses that accept CDC Vouchers. 

Similar to CDC Vouchers, half of the SG60 Vouchers will be for spending at participating heartland merchants and hawkers while the other half of the SG60 Vouchers will be for spending at participating supermarkets. The vouchers will expire on 31 December 2026, giving citizens around 18 months to spend them.

It’s estimated that 3 million Singapore Citizens will benefit from the SG60 Vouchers and the scheme will cost the government around $2.02 billion.

#2 Personal Income Tax Rebate

Next up, there’s also an income tax goodie in the form of a Personal Income Tax (PIT) Rebate of 60% of tax payable, capped at $200, for all tax resident individuals for the Year of Assessment (YA) 2025 – meaning income earned in 2024.

With its $200 cap per taxpayer, the Personal Income Tax Rebate is aimed at benefitting middle-income workers.

The rebate applies to all tax residents in Singapore and will be automatically applied by the Inland Revenue Authority of Singapore (IRAS). Therefore, individuals won’t have to declare or amend anything on their tax returns this year.

#3 SG60 Baby Gift

In a sign of celebration of Singapore’s 60th anniversary, there will also be an SG60 Baby Gift for all Singapore Citizen babies that are born in 2025. 

The SG60 Baby Gift will comprises a set of commemorative and useful items with more details to be revealed from the Prime Minister’s Office’s Committee of Supply.

In the SG50 Baby Jubilee Gift, 10 years ago, parents received a special medallion, multi-functional shawl, baby sling, a set of baby clothes, a diaper bag, scrapbook, family photo frame and a set of baby books – worth about $200.

#4 SG Culture Pass

To get more Singaporeans to foster national pride and identity, there will also be an SG Culture Pass to support local arts and heritage.

To this effect, all Singapore Citizens aged 18 and above (in 2025) will be eligible to receive $100 in SG Culture Pass credits. These credits will be valid from 1 September 2025 to 31 December 2028.

What can the credits be used for? They can be utilised to purchase tickets to eligible local performances, exhibitions, and other experiences like learning tours and participatory workshops. They have to be sold by approved ticketing partners in order to use the SG Culture Pass credits.

#5 SG60 ActiveSG Credit Top-Up

The ActiveSG programme is aimed at encouraging broad sports participating in different parts of society. For SG60, there will be a one-off $100 SG60 ActiveSG Credit Top-Up in June 2025.

Existing members will receive the $100 SG60 ActiveSG Credit Top-Up. However, any new ActiveSG members can actually get $200 in credits. This will come from the $100 in credits from the existing member incentive scheme (from 2014) as well as the additional $100 in credits from the SG60 ActiveSG Credit Top-Up.

These credits can be used to pay for fees at ActiveSG facilities and offset other fees for ActiveSG programmes.

#6 Rental Support For Hawkers And Market Stallholders

Given the importance of hawker centres in Singapore, the Singapore Government will also provide a one-time SG60 Rental Support payment to all stalls in hawker centres and markets that are managed by the government and government-appointed operators.

The one-time payment will amount to S$600 in rental support and further details will be provided to stallholders by the agencies involved in disbursing the funds.

#7 Additional Grants To Self-Help Groups

The Government will also provide additional grants of $60 million to Self-Help Groups (SHGs) over the next 5 years. This will help enhance their programmes and better support communities in Singapore.

Alongside enhanced support announced in Budget 2022 and Budget 2023, the SHGs will receive $18 million in FY2025 and $12 million a year from FY2026 to FY2029.

#8 Measures To Encourage Philanthropy

The Government and Tote Board will set aside more than $600 million in matching funds to strengthen the giving spirit in celebration of SG60.

To encourage continued giving to the arts and heritage sector, the Government will provide a $100 million top-up to the Cultural Matching Fund (CMF) – providing a dollar-for-dollar matching for cash donations to eligible arts and heritage charities – and extend it for five years till end-FY 2029. 

To support charities, the Government and Tote Board will provide a $270 million top-up and extend the Enhanced Fund-Raising (EFR) Programme for three years until end-FY 2027. This provides a matching support, capped at $250,000 per year per charity, for eligible fund-raisers for local charitable causes, and was initially intended to provide enhanced support for charities during the Covid-19 pandemic.

An SG Gives matching grant will also be introduced to encourage Singaporeans to contribute to social and community programmes. Donations made to eligible social and community programmes through the Community Chest (ComChest), President’s Challenge, and the Collective for a Stronger Society, will be matched by the Government up to $250 million. 

For every dollar donation made in 2025, it will be matched with an equivalent dollar. Bigger donations, of $250,000 or more per year over three years, will be matched with $1.50 for every dollar.
