The October 2024 Build-To-Order (BTO) launch will feature a record-breaking 8,573 flats spread across 15 projects in nine different housing estates. This launch marks the beginning of several significant changes to the BTO framework.
Here are the key changes for prospective home buyers applying for a flat.
#1 Introduction Of Plus Flats
Before the October 2024 BTO launch, the Prime Location Public Housing (PLH) model had already introduced Prime flats, helping to distinguish highly desirable areas like the Greater Southern Waterfront and the city center from the rest of Singapore.
However, this distinction wasn’t entirely sufficient, as several other sought-after locations—such as Bayshore, Ang Mo Kio Central, and areas near Kembangan MRT—are highly attractive to buyers but don’t quite qualify as “prime.”
The introduction of Plus flats addresses this gap. These flats sit between Prime and Standard flats (with Standard now referring to all non-Prime/Plus units). As outlined by HDB, Plus flats are typically located in areas with strong connectivity, close proximity to amenities, and sometimes unique features like waterfront views. While Plus flats have similar sales restrictions as Prime flats, they feature a slightly lower Subsidy Recovery rate.
Whether these flats will become popular remains to be seen. Potential buyers may need time to adjust to the idea of stricter resale restrictions and the Subsidy Recovery mechanism, especially when these flats don’t quite offer the best locations that their Prime counterparts do.

#2 Singles Can Now Purchase 2-Room Flats Across All Locations
The introduction of Standard, Plus, and Prime flats means that the previous method of classifying flats under the mature/non-mature estates method is no longer applicable.
From the October 2024 BTO launch, singles can apply for new 2-room Flexi flats across Standard, Plus, and Prime projects in all locations. Previously, singles were limited to applying for projects in non-mature estates.

#3 Slight Change In Flat Allocation & Priority Schemes
One subtle yet significant change in the BTO framework relates to adjustments in flat allocation and priority schemes following the removal of the mature/non-mature estate classification.
Previously, First-Timer (FT) families who had been unsuccessful in two or more BTO attempts in non-mature estates were given an additional ballot chance on their third and subsequent attempts, but only for non-mature estates. With the new framework, this additional ballot chance is given to FT families who have been unsuccessful in two or more BTO applications in Standard projects (which refers to non-Prime and non-Plus flats). This adjustment is capped at five ballot chances for First-Timer (Parents and Married Couples) (FT(PMC)) and four chances for other FT families.
This may seem like a small change, but it has significant implications. For instance, applicants for BTO flats in previously classified mature estates, such as Pasir Ris or Tampines, now benefit from additional ballot chances since these areas will likely have Standard flats under the new classification.
Other schemes, like the Family and Parenthood Priority Scheme (FPPS), are also affected. In the past, FT(PMC) applicants for 4-room or smaller BTO flats in non-mature estates were given first priority under FPPS. Now, this priority applies to Standard projects, which means estates like Tampines and Pasir Ris will be included, further enhancing opportunities for applicants in these popular areas.
#4 Introduction Of The White Flats Concept
The “White Flat” concept is a new type of HDB flat in Singapore that is designed with an open-concept layout that eliminates internal partition walls and beams.
This design allows homeowners greater flexibility to customize their living spaces according to their preferences. Unlike traditional flats with predefined rooms, White Flats offer a seamless, continuous space where living and bedroom areas are not divided. Homeowners can later define different areas using partitions, furniture, or glass walls as they see fit.
HDB will first pilot this concept at the Crawford Heights Prime project, offering 312 units of 3-room and 4-room flats. Buyers opting for the White Flat layout will pay a reduced price—approximately $6,000 to $8,600 lower for 3-room and 4-room units, respectively—due to the absence of internal partition walls and some electrical points. That option remains available for those who prefer a traditional layout with internal partition walls.
